Humanitarian exemptions
All sanctions have general humanitarian exemptions. Some are specific to particular regimes and applied on a case-by-case basis to any sanctions measures (DPRK, Yemen). Others are applicable only to asset freeze measures, either in specific regimes (Somalia, Afghanistan) or across all UN sanctions regimes (horizontal humanitarian carveout).
